Eligibility & compliance tests

Group Captive Solar (off-site)

  • Legal status of the society

Registered cooperative society — ownership and consumption tests are satisfied collectively by members.

  • Captive ownership ≥ 26%

Captive users hold 30% of the plant (holdings of subsidiaries and holding companies in one corporate group may be aggregated).

  • Captive consumption ≥ 51% of generation (percentage unverified)

Members would consume 100% of generation during the financial year. If this test fails, the whole year's generation is treated as non-captive.

  • Green energy open access load threshold

Captive consumers are not subject to the 100 kW load limit.

  • Plant location and transmission route

Plant in Maharashtra — intra-state open access; captive verification by the state-designated nodal agency.

  • Electricity (Amendment) Rules, 2026 — legal review

Substituted Rule 3 is applied, but its library entries await legal review and the consumption-test percentage is unverified.

Risk analysis

  • If the consumption test fails for the year, the entire generation is treated as supply by a generating company and cross-subsidy and additional surcharge are levied.
  • Surcharges are not levied while verification is pending on a declaration — but if verification then fails they are payable with carrying cost.
  • Surplus generation above members' consumption earns nothing in this model.
  • Banking terms and time-of-day mismatch can reduce usable energy.
